British and Chinese Corporation to Foreign Office.-(Received November 6.)
22, Abchurch Lane, London, November 6, 1907. SOOCHOW-HANGCHOW-NINGPO Railway Loan. We beg leave to acquaint you, for the information of Sir Edward Grey, that we have this morning received a telegram from our representative in Peking as follows:-
"Soochow-Hangchow-Ningpo Railway. Interview to-day Liang Taotai, intimated complete change Chinese Government views, declined to initial Final Agreement, intimated agitation Province of Chekiang so serious it is necessary to discuss matters with the gentry of.
"Latter insist upon their funds sufficient, threaten very serious opposition to
foreign loans.
"In my opinion if the Chinese Government apprehensions genuine they will probably offer to pay us to cancel Agreement.
"The British Minister has been informed."
